The register of political parties is maintained by the Ministry of Regional Investment Development and Cooperation with Non-Governmental Organizations. The register is a public book. A party, in the sense of this law, is an organization of freely and voluntarily associated citizens for the purpose of achieving political goals through democratic and peaceful means. A party can be founded by at least 200 citizens with voting rights in Montenegro, who voluntarily sign a statement on the founding of the party.
Holders of judicial and prosecutorial positions, defenders of human rights and freedoms, professional members of the police and army cannot be party founders.
